If you search for what it costs to outsource web development to Romania, you will find rate tables from software outsourcing firms that disagree with each other by a factor of three. That isn't because someone is lying. It's because they are measuring different things: some quote developer salaries, some quote what a software house bills for a dedicated engineer, and almost none talk about what a small or mid-sized business actually pays for a website. This guide sticks to that last question.
A word on figures: we deliberately don't publish price bands here. Website quotes depend so much on scope that a number without a brief is misleading. What we can do is show you exactly what you are paying for, so you can judge any quote you get, from us or anyone else.
Why do the rates you see online contradict each other?
| What is quoted | What it really is | Useful for you? |
|---|---|---|
| Average developer salary | What an employee earns, before taxes, office, tools, management and profit | No. You will never pay this. |
| Freelancer hourly rate | One person, usually one skill (design or code) | Partly. You still need someone to manage the project. |
| Software house rate for a dedicated developer | A full-time engineer on a long product build | Only for large custom platforms. |
| Agency project price | Strategy, design, copy, development, SEO and launch as one deliverable | Yes, for most business websites. |
If one source compares a Romanian salary with a London agency's day rate, the gap looks enormous. If another compares agency rates in both countries, the gap is smaller but still real. Both are correct; only the second one helps you budget.
What actually decides the price of a website project?
Landing page
One page, one offer, built to convert paid traffic. The cost is driven by copy and design quality, form and tracking setup, and how many variants you want to test. It's the smallest project, but cheap landing pages with broken tracking waste far more in ad spend than they save.
Business website
Typically five to twenty pages: home, one page per service, about, case studies, contact, plus a blog. The main cost drivers are the number of distinct page templates, who writes the copy, how many languages, and how much on-page SEO is built in from day one.
E-commerce
Here the platform choice (Shopify, WooCommerce or custom), the number of products and variants, payment and shipping integrations, and product data migration make the difference. Importing and cleaning a few thousand products from an old store is often the biggest single line item.
Custom build
Booking systems, client portals, configurators, dashboards. These are priced on development time, and this is where Romania's engineering depth gives the biggest advantage, because labour is the dominant cost.
Where does the saving come from, and where doesn't it?
Romania is an EU member state with a large, experienced tech workforce. Salaries and overheads are lower than in the UK, the US or the DACH countries, and that is the whole source of the saving. It isn't simpler work or lower standards.
- Saving is largest on labour-heavy work: custom design, development, multilingual builds, content migration, ongoing maintenance.
- No saving on global costs: premium themes and plugins, software licences, stock assets, Shopify apps and cloud hosting cost the same everywhere.
- Copywriting in your market's language may need a native writer or editor; a Romanian team writing UK English or German copy should show you samples first.

What hidden costs should you plan for?
- Hosting and domain, billed by the provider every year. Make sure they are in your name.
- Maintenance: updates, security patches, backups and uptime monitoring. WordPress sites in particular need regular updates.
- Revisions beyond the agreed rounds. Ask how many rounds of design and copy changes are included, and what happens after.
- Content you didn't plan for: photography, video, translations, product descriptions.
- Post-launch SEO. A site that is launched and left alone rarely gains traffic. Budget for content and technical upkeep.
- Paid plugins and apps with monthly subscriptions, especially on e-commerce.
- Exit costs: if the vendor holds your domain, code or hosting, leaving can be expensive. Avoid that from day one.
How does the outsourcing process work, step by step?
- Brief and discovery call. Your goals, audience, markets, competitors, must-have features and deadline. A good agency asks more questions than it answers in this call.
- Written scope and fixed-price proposal. A page list, features, number of revision rounds, what is excluded, timeline and payment milestones. For most business websites a fixed price is safer for you than hourly billing.
- Design and copy. Structure first, then copy, then visual design, approved in stages so feedback is cheap to act on.
- Development and QA. Built on a staging site you can review, tested on real phones, checked for speed, forms, tracking and accessibility basics.
- Launch and handover. Indexing in Google Search Console and Bing Webmaster Tools, redirects from your old site, analytics and conversion tracking, admin access and documentation handed to you.
What about contracts, VAT and time zones?
Romania uses Eastern European Time: two hours ahead of the UK, one hour ahead of Germany and France, and around seven hours ahead of New York, which still leaves overlapping morning hours for calls. Romanian agencies routinely invoice in euros. For B2B services between EU businesses, VAT is generally handled under the reverse-charge mechanism, but confirm the treatment for your situation with your accountant, especially for UK and US clients. The contract should state that you own the design, code and content once paid.

How do you get a quote you can actually compare?
Send every vendor the same brief: page list, features, languages, who provides copy and photos, integrations, deadline. Ask each to separate design, copy, development, SEO setup and ongoing costs. Then compare line by line. The cheapest total often hides missing copy or tracking; the most expensive may include strategy you don't need.

Frequently asked questions
Is it cheaper to outsource web design to Romania?
Usually yes, because salaries and overheads are lower than in the UK, the US or Western Europe. The saving is largest on labour-heavy work such as custom design, development and multilingual builds. Licences, plugins and hosting cost the same everywhere.
Why do online hourly rates for Romanian developers vary so much?
Because sources measure different things: some quote salaries, some freelancer rates, some software house rates for dedicated engineers. Only agency project prices reflect what a business pays for a finished website.
Should I choose a fixed price or hourly billing?
For most business websites and online stores, a fixed price based on a written scope is safer for the client. Hourly or dedicated-team billing makes more sense for long, evolving custom platforms.
What hidden costs come with an outsourced website?
Hosting and domain renewals, maintenance and security updates, extra revision rounds, photography or translations, paid plugins and apps, and ongoing SEO. Ask for these to be listed separately in the proposal.
Who owns the website when I outsource it?
You should. The contract must state that design, code and content transfer to you once paid, and the domain, hosting and admin accounts should be registered in your company's name.
Is communication a problem with a Romanian agency?
Generally not. English is widely used in the Romanian tech sector, and the time zone overlaps with the UK and Western Europe for most of the working day. Ask to speak with the project lead before signing.
